Saki Yuto had taken part in the rebellion himself and contributed greatly. If not for that, he wouldn’t have earned his current standing in Amegakure.

With such strength, why shouldn’t they become a Great Village? With a country like the Land of Rain backing them, why shouldn’t they become a Great Nation, enjoying its privileges?
But sadly, the power of the Five Great Nations had been far beyond their imagination. Maybe in terms of high-level combat, Hanzo hadn’t lost to them, he even defeated Tsunade, Jiraiya, and Orochimaru, bestowing upon them the title of the Sannin.

"Hanzo? Just a failure of the old era. Let’s get to the matter of the alliance," Pain replied blandly.
Hearing Pain’s words, the Kusagakure leader’s gaze changed.
He had assumed Pain was a successor appointed by Hanzo. But from those words, it seemed more likely this young man had removed Hanzo by force, and perhaps Hanzo was no longer even alive.
The Kusagakure leader knew he’d have to be cautious around this young man.
To have overthrown Hanzo the Demi-God, this young man’s power must be formidable.
The two leaders entered the meeting room and sat at the short ends of a rectangular wooden table. The others remained standing behind their respective leaders.
"Since we’re talking about an alliance, I’d like to ask: in what areas will Kusagakure and Amegakure cooperate?" the Kusagakure leader asked with a smile.
He was genuinely surprised by Amegakure’s proposal. Out of the blue, they wanted an alliance?
But then he recalled the recent chain of events and thought of a possibility.
What kind of village was Amegakure? The one that ignited the Second Great Ninja War. A small village, yes, but one with an extraordinary past. They had fought the Great Nations head-on.
At this timing, Amegakure’s sudden approach made it hard not to be suspicious. Amegakure had a history of stirring up trouble.
The Kusagakure leader suspected Amegakure wanted to stir the pot again, possibly trigger the Fourth Great Ninja War like they had done before.
To be honest, he was a little tempted.

These were words he wouldn’t say in most settings or to most people.
But this was Amegakure, the village that had once raised its blade against the Great Nations and been crushed by them. Only to such a village could he speak this openly.
Hearing his words, Pain nodded expressionlessly. Though not a country themselves, in the shinobi world, no small nation could live with dignity before the Great Nations.
Some smaller lands were lucky enough to be strategically meaningless, so the Great Nations ignored them.
But the Land of Rain, bordering three major countries, wasn’t so fortunate.

"You all, leave," the Kusagakure leader interrupted, dismissing his subordinates.
Nagasawa thought for a moment and dismissed his own followers from Amegakure as well.
"Amegakure wants to form an alliance with Kusagakure where we advance and retreat together. When we go to war with the Great Nations, I hope Kusagakure will support us," Pain said directly.
Seeing such bluntness, the Kusagakure leader couldn’t help but admire it. That’s youth for you.
He had once been that direct, but as his position grew, he learned to hide behind riddles.
Although he’d already suspected it, hearing Pain say outright that he wanted to challenge the Five Great Nations still shocked him.
He had long dreamed of overthrowing them, but he didn’t have the courage to say it aloud.
After all, they were the Five Great Nations. The Five Great Ninja Villages. A single squad of their elite shinobi could wipe out a small village.
